Shikamaru the smartest of the 12 said Choji had the most power of them during the Sasuke retrieval arc.

And that’s fine, but he has never shown any kind of maneuverability anywhere near that level outside of butterfly mode, and for all we know shika was including that when he made that statement. Even if sakura can’t hit as hard, she’s right below him. A smallish disparity in power doesn’t overcome the total wash in damn near every other dept concerning taijutsu

So we're restricting modes now? Are Lee's gates restricted? Is Neji's Byakugan which shows him the best places to hit restricted? Come on now. So what if Shika did figure that in his statement? They're both brawler style fighters with mid - mid/high skill and high power, they're similar with Choji edging out the power trait. Also according to the stat books he was above her in Taijutsu the 1st two books and even in the third, he's tied in speed the 1st two and one down in the 3rd, he's above in strength and stamina.

It's not who would beat who it's who has better taijutsu and since they both have comparable level of technique we go to the other factors speed and power, he beats her in power and in butterfly mode can match or beat in speed.
