Everything you need to know is stickied on the top of each section in the Rpg bio's section, Battle arena, and The training grounds, though most of it is in the battle arena.

... you can only use jutsus that your sensei teaches you and you can only just 3 jutsus per turn , you can only learn jutsus that your rank is able to like ,chunin can only use D rank or below , genin can only use E rank
