Well, were they?
Here's my take on this.
HAKU: I don't think he (was about to say she lol) was necessarily evil.
-He never killed anybody, but only injured them so they wouldn't move. (Remember Sasuke?) Even Zabuza said Haku always had a soft spot.
-He protected Zabuza from Kakashi's Chidori, taking his life instead.
-He didn't want to kill Naruto after Naruto's rampage seeing Sasuke fall.
He followed Zabuza because Zabuza saved Haku from death, and considers Zabuza "precious".
ITACHI: Now, I think he's both good and evil.
Good:
-Wanted what was best for his village
-Protected Sasuke at all cost (didn't kill him during the massacre, gave Sasuke his powers, and tried to kill Tobi(which he knew would have a bad influence over Sasuke)).
-He belived in Naruto to save Sasuke
-He didn't kill Kabuto and released the Edo Tensei
-Etc.
Bad:
-During Part one during the Tsunade retrieval arc, he was still after Naruto, with the intent to make Naruto half dead so he can take Kurama.
-Let's not mention that he was part in taking other jinchurikis captive (well, he did sorta kill them because they'd die once the juubi gets taken out)
-Didn't tell the truth to Sasuke. Like Itachi said so himself, if Itachi told Sasuke the truth beforehand, Sasuke might not have become a total jerk.
NAGATO:
Good:
-He just wants world peace
-He wants what's good for everyone-moon's eye plan
-If he was totally evil, would he have listened to Naruto's take on world peace and change his motives?
Bad:
-Wanted world peace, with the intention to kill: Kill the jinchurikis and kill anyone who got in the way( I.E konoha village)
Overall, I think Haku was the only one who didn't submit to being evil
