Probably cultural diffusion...

The serpent is a symbol of evil in many many cultures, from the ancient Babylonians, to modern Christianity. Evil is often associated with power, because we fear evil.

Most humans dream of flying, as a way of feeling powerful, feeling figuratively and literally above others. It's sort of a bad thing, because it shows how humans are naturally drawn toward power xD

Dragons are like combing two powerful things (serpents and flight) into one bigger power. Those who supposedly slayed dragons were considered to be even more powerful. That's why humanity created dragons: to make itself seem more powerful, without actually doing much.

Both the power/evil of serpents, and the power of flight are universal things, so it would be natural for two cultures to combine them.
