Weakest Kage level shinobi?

Out of all the shinobis to be considered "kage level", which one would you consider to be the weakest? List several if you cannot decide on just one.

Viable candidates: Hidan, Part 1 Kakashi, Part 1 Kabuto, Sakura, Chojuro, Kurotsuchi, etc.

All of Akatuski is said to be Kage-level. Chiyo and Sannin as well. All Kage are Kage-level because they are Kage.

Thats mean JJ Madara is weak also because he shield himself with his limbo from Sakura punch.

And Naruto is weak too because he relied on his Kurama chakra shield.

I believe that was the only reason Sakura didn't kill madara
Vs Sakura madara needed his defense, but he had taijutsu feats, so he is okay

Deidara? He had powerful attacks, not to mention about aerial advantage and high intelligence, I dont see how he can be considered as the weakest of Kage level shinobis.

OT: Hidan. I would even call him high Jounin level.
