Shikimaru may not have charisma, hence not making him the actual Hokage, but when it comes down to decision making, who do u think will actually have the power. Heck, he already bossed around so many Kage level ninja during this war, it's not even funny.

This only means he is suited for the seat of Assistant or Advisor. The title of hokage is a drag for people like him.

Nah, he should only do the hard planning tasks as much. Moreover, he already confirmed that he wants to follow Naruto, and his last thoughts just confirms that the one that can be hokage must be able to change hearts (Talk no Jutsu master, someone?).

Except he'll have to correct Naruto a lot. What good is a Hokage if he can't make up excellent battle strategies? If Shikimaru has to tell Naruto what to do on the important matters, then that effectively makes Shikimaru the Hokage. Those who control the Hokage might as well be the Hokage.

The most important trait in leadership are trust and charisma. The one who have these traits can connect people with capacity to cover the traits that the leader lacks.
