I say this because given the current situation gai and kakashi are much stronger then they are shown to be throughout the series. So is obi to and madara. Naruto is also a lot stronger then he was shown to be also

Tier 2: Naruto, Minato, Hashirama, Tobirama, Sasuke
Tier 3: Hiruzen, Orochimaru, Kabuto, Itachi, Kakashi
Tier 4: Muu, Gaara, Pain, Third Raikage
Tier 5: Onoki, Tsnade(w/e), Guy, Ay, Killer Bee, Sasuke
Tier 6: The other Hokages, Darui, Danzo, other tailed beasts

The is while he is Edo with Moulton, and rennin..,so yes but people don't believe so if and when hashi is displayed in the many a we maybe able to place him with assurance as 1st or 2nd rate.
As for the hokages. Well naruto handed mostnf there asses to them even though he did have a lot of help. But outside of the fact that they are edoform they were are not to hard to beat (the dead homages or former homages to be more clear).
As for the tailedbeasts. They are beaten by naruto And bee while they have sharingan an and rennin...enough said.
Now one to more interesting conversation. Back to whether or not tails mean more power.
Assuming that one tail and nine tails are just as strong as each other right. This means that the one tailed demon is stronger than kyuubi.
Why? Because the jinchuuriki has nine levels of power and nine different levels of power to master while the jin of the one tails only has one. And since one = nine the owner of the one tails would be much stronger than the owner of the nine tails. When is comes down to there bijuu.
Now is each tails is an set amount power then the kyuubiis the strongest and naruto in one failed mode is just as strong as gaara at full beast mode or at ,east he has the possibility of being as strong.
Now assume that it only matters how connected you are to your bijuu. Killer bee is the most connected but he so far is not as strong as naruto and kyuubi.
Should we take what kyuubi said to be true as him seeing himself as the top dog or what killer bee said in his you need to have heart type approach? Because I know one way or another there is a ranking system for the demons and that's why madara chose the fox over any other demon and we know he could take anyone he wanted.
