That is sufficient information about handseals. Though, there was something you left out. If i use 1 handseal, and you use 7 handseals, it'll mean that i'd be faster done, and have the advantage in time, which could mean your death. Remember, every extra handseal is a disadvantage!

Description: After the user performs a series of 3 hand seals Rat → Dog → Ox, the user creates a whip of water that can be used to strike the opponent with a lashing action or wrap around the target to bind them. This technique can also have lightning techniques channeled through when they have bound their victim with the water whip.

Perform a few handseals and then create a whip of water by manipulating water chakra. Use this to either strike my clone or wrap it around him to bind him. This could also be used as a conjunction for a lightning technique to deal extra damage if you bound the opponent with it.
