Hum...best thing is to look up some of the latest rain tests (in the last 3 months there have been several) were its mandatory to use water and wind only against someone who isn't limited.
In terms of preferring water, i haven't seen anyone that, if they have an option, would use water instead of another element. Most, like me, mix it up with the other ones. :/

checking the rain tests is a good way to see who is adept in water, but I think Goro is looking for the next comming of the water sage which would be someone who uses water mainly even when not restricted to it, which wont apply to most people. The newer generation seems to be pretty well rounded and dont seem to concentrate on one element. I can't think of a water expert off the top of my head. I think scrops could pull it off if he tried fo specialze in it.

Honestly though, I haven't seen anyone showing any passion with the element of Water recently. People don't seem to realize that with creativity, it is the most devastating of all the 5 element. You can do absolutely everything with water.

Now, if this was Fire, I might say myself, as that is the central element to my fighting style, supplemented by lightning. But this thread is not about fire, so I won't say it.
Agreed. That's why I'm saving it to be my last element to start. Save the best for last. And yes, with creativity, it can be extremely devastating. Look at the Hidden Snow Ninja who manipulated the water in snow to "use" Ice Release. Not to mention that Mud Guy from the Guren Arc.Looking for my successor O__O

There isn`t any real water users, most people just throw them out there to nuke opponents. I just started like a few months back noticing a different way of using certain water jutsus.

(Seriously, you haven't fought good Water user if all they did was shoot massive waves at you, only to change element after).
Maybe I will... if I will be allowed to use water without watersource as 2nd could xd
sometimes I do make a water source to switch from earth to water, but can't say I use it that much.
I'm not sure but I think Inch likes water alot from the new people?
