Alright for this one you form the handseals, focus your chakra and create a current of water that can be shape into a dragon/snake to attack but it isn't a rushing flow like Water dragon,this body of water is stationary except when being used to attack.It is sent towards the target as a biting serpent.

try it out on that wooden dummy over there

*after the hand seals are done, i focus my chakra to create a current of water, i shape it into a serpernt and direct it towards the dummy at a very fast speed as a biting serpent.*
