Not much to say on the first one as it is pretty straight forward. Though for the second one it seems like a really handy thing to use but also not. Yes is does seem like an ultimate defense giving no opening for you opponents attacks, but it makes you extremely vulnerable to lightning based attacks even with no openings given. Still it is a nice jutsu since it can block most attacks, still keep your vision intact unlike with most barrier/wall type jutsus, and plus you can use this jutsus' water as a source for other water jutsus.

1) Not much to say about this one as it is pretty straight forward. Though I do have a question. When you go to form the whirlpool, is the water that you use to form it connected to your arm or is there a space dry space in-between your arm and the whirlpool?

Once his hands touch the ground, he'll release the chakra using nature manipulation as to generate water and shape manipulation forming a rapid stream of water that will form a large pool of water so to speak beneath his target. Using shape manipulation once again he'll make the pool gush upwards in a burst as to lift his target into tha air. As his target is in the air, user will perform a sequence of 4 hand seals, Bird → Dog → Snake → Rat, whilst sending his chakra into the pool of water and using shape manipulation forming up to 8 bullets aimed at his target. Once these bullets pass by the target, user will use shape manipulation on the chakra once again as to form a dragon. He'll then make the dragon attack his target, grabbing it with his jaws before forcefully crushing it into the ground.

I believe so, power of ''extra'' abilities of the beast are of same power. And it should be capable of reaching Short to Long range on its own as there is nothing in description specifying that it can not.
