Okay well yeah, it is. Chakra is used on NB to create Ninjutsu, Genjutsu, preform Taijutsu, and to use Doujutsu in battle. It is essential to any and all fighting in RP here besides freeform and using basic ninja tools. Without chakra one cannot fight effectively.

Chakra is a spiritual like energy which flows through everyones body. Ninja are trained to control chakra to help benefit them in fights or in other occasions. Chakra is the combination of physical and spiritual energy, and is needed to preform any technique. Hand seals are an easy way to mold this chakra into different techniques like Water Dragon Jutsu for example. Ninja usually start off with one type of chakra like lightning. Over time they might obtain another kind (on NB as your ninja rank goes up you can learn more kinds of techniques, in terms of rank and of "style" -water, wind, earth, fire, lightning-) Kekkei Genkai are the unique kinds of techniques which can be created/ preformed by only specific clans. The Uchiha are the only ones born with the ability to awaken the sharingan, and whatever clan Haku was in is the only clan which can use the ice style for example.
The Sage of Six Paths was the first ever Ninja to be born with chakra, after his mother ate a fruit from the Ten Tails <.< , whom was the original source of chakra. Since then chakra is something very common, and so is the use of chakra.
Under certain circumstances, chakra can change color. Naruto has been shown with red chakra from Kuruma a few times.
There are a few other types of chakra as well: such as "Dark Chakra" and "Priestess Chakra".

good enough...since this is your first time we will begin w/ the chakra paper test...
*hands you a small piece of paper*
now insert your chakra into the paper to see what your chakra nature you posses...this will help you draw out your chakra...
Fire: the paper will ignite and turn to ash.
Wind: the paper will split in two.
Lightning: the paper will wrinkle.
Earth: the paper will turn to dirt and crumble away.
Water: the paper will become wet/damp.

Description: This is a training method used to gain the basic skills of chakra control. This training involves focusing a fixed amount of chakra to the bottom of one's feet, and using that to climb a tree without using one's hands. If the stream of chakra is too weak, the user will lose their footing on the tree and fall off. If it is too strong, the user will be pushed away from the tree, causing the bark of the tree to break around the point of contact and the user to fall. This technique becomes second nature to shinobi with more practice.
Note: Technique only for use of training methods.

Here I go! Rin cried.
Rin fell from the tree 6 times before he started to get the hang of it.

I gather more chakra to my feet, and rush up the tree, at each step putting a little more chakra in to keep the momentum going.

To do this, the user has to be emitting a constant stream of chakra from the bottom of the their feet and using the repellent force to walk across the water's surface. This technique is more difficult to master than the Tree Climbing Practice, because the amount of chakra that needs to be emitted changes constantly. This technique becomes second nature to shinobi with more practices.
Note: Technique only for use of training methods.

(side question - once I am done with training, I know I update my bio with the water in one months time of my posting, but what about tree climbing and water walking, do I add that to regular E - Rank ninjutsu?)
