While Water is indeed weaker/less tangible than Earth, it is much more flexible. If blocked incorrectly, water can find it's way around an earth defense. The most extreme of cases, sending a large stream of water against a small spike of earth. Even if the first is C rank and the second is A rank, the water will not be stopped by the spike, rather it will bend around it and continue, as if unaffected.
No rain nor Ice. While you can indeed blast wind against a water jutsu and thus recreate rain, it is not "proper" rain, rather just loose water drops that were spread out by the blast. Wind is an element of speed and a cooling agent. Unite it with Water and will make it sharper and faster. The cooling effect can be brought up as having the water acquire small ice crystal, which add tangibility and cutting power, but it is not considered nor is it at pair with the Ice Element.

Water can be use efficiently with lightning since water is a good conductor or electricity. So having used wate as the base of an attack, lightning can be incorporated the make the damage done more ghastly.

So, the training: Basically all Water Jutsus can fall in 5 categories, which is what I'm going to teach you. They will vary in power as the ranks go up, but their techniques are pretty much the same:
Method 1: Basic Projectiles
Method 2: Streams/Water Sources
Method 3: Water Manipulation
Method 4: Alternative Releases (Water/Oil/Syrup)
Method 5: Specifics (Body Liquid)
The first method is about focusing water chakra from within your body and then materialize it as a quick and concentrated projectile of water. They all follow the same method, concentrate water chakra on your mouth, mold it by using handseals and then spit it out. They have speed and a certain tangibility, of course, never faster than wind or stronger than earth, but they do pack a certain punch.
