As for increasing range of of genjutsu requiring eye-contact; it wouldn't increase range, but it would simply allow you to make eye-contact easier, shortening the time it takes to activate the genjutsu and at the same time increasing your accuracy if in, say, mid-range, assuming you meant to use the water like a magnify glass.
As for turning an opponent's water technique into mist, you can't do that until their chakra leaves the jutsu; otherwise, it would overpower yours. However, you can use a technique of higher rank in order to overpower your opponent's chakra and reshape the water in their technique to use it as your own, though if you do this in smaller techniques you risk the jutsu overall not having enough water, so be careful. As for fire, I'm not sure how that would interact with the mist; the mist wouldn't put it out, but at the same time, high-level flame wouldn't have much effect in terms of evaporation as it's all so spread-out and will simply come together once again if you evaporate the water particles. It's best to simply blow it away with wind. However, I don't even know what you're talking about when you're thinking of clones and hiding in the ground; it doesn't make sense to me. All of that to counter Hiding in the Mist? In a real fight, would you really do something like that!? Now, for the Sword of Draining, what are we doing right now? The water sword can be blocked by a normal sword and kenjutsu; it's simple logic. And don't use a lightning sword; it will cut through the water, electrifying it without stopping the blade's momentum so you get hit. Bad student!
