I didnt ask who could escape, im asking if the water prison is mostly inescapable, MOSTLY. Theres only a few who can escape and dojutsu users, jinchuriki,s hozuki clan, etc. r the only ones

No the point is if the Water Prison Jutsu is near inescapable, not Kakashi being caught again, that has nothing to do with my thread.

Well I said it, Its pretty hard to break it from the inside that is why kakashi needed the help of his team mates to break it.
There was another person who were saying that current kakashi can use kamui from inside but kakashi tells zabuza that the same trick will not work on him twice so what's the point in thinking "what if kakashi get caught again" he knows about the jutsu and no one can trap him with a water prison again.

Anyone who can use an offensive tech without handseals should be able to get out of it.

Lightning release users would actually be able to escape. Of course, they would hurt themselves, but it is still better than drowning. Sasuke used Chidori on himself once to defuse Deidara's microscopic bombs, so I don't think shocking yourself would be a big deal.
Alternatively you can always cast a Genjutsu on the user/clone or use a technique that doesn't requires motion. Jiraiya could use a Rasengan's rotation to disrupt the water flow, Yamato could create a wood limb from his body to attack the user.

any techs that don't require handseals can escape that tech, jugo going transformer and blasting laser beams out of the tail pipes that grow out his back, suigetsu is pretty much immune to all water techs, and anybody with lightning as an element if they can channel it to their body, even if they do get shocked, it's not like it's gonna completely kill them, Sasuke took a water and electric combo from darui and shook it off due to his lightning affinity.

It's a good tech, but it's not very versatile, and there are better techs for restraining ppl that leaves the user less vulnerable, and wastes less chakra, which is why that tech is a c rank move.
