Water Prison Jutsu change?

Why was Kisame's Water Prison disabled the trapped enemy from breathing like when Kisame trapped Neji, Lee, and Eleveneleven, but when Zabuza used it on Kakashi, Kakashi was able to talk and breathe.

Since the Water Prison Jutsu is only a C-rank move, I doubt just because Kisame is stronger than Zabuza that would make his Water Prison stronger when Zabuza is atleast an A-rank ninja so he has the skill to master all the C-rank difficulty Water Prison capabilities.

Was it because Kishi made a mistake and or decided to change the tech because it is "made of water"?

Is there aspects of the tech users can control?
