Whoever eats it will still drown but they will have water abilities. Human bodies consist mostly of water but doesn't make DF users weaker.

The only thing that I think might be a reason is because most devil fruits have another one that is their natural weakness/opposing DF. Like Fire and Ice, Fire and Magma, Light and Darkness, maybe Fire and Water?

I actually thought for the longest time that Jinbei had a devil fruit

but fishmen island just showed us about 2-3 people who has DF who can still stay under water

I honestly think there will be a water devil fruit. Oda has defiantly thought about it. And since there are unfair fruits (Dark dark fruit, poison, earthquake, ect) I think there will be someone with this.

Moreover I believe that the salt in the sea water makes the DF user weak, not the water itself.

There is a chance there is one. It would be the most powerful one against any DF user though it would probably really drain out the one using it...It´s not that dumb,then the swampman would drown too,swapms consist a lot water.
