Rukia said that she would save him from the forest of menos after she was done saving the others.
i guess tite kubo forget about that.

He is filler. I understand that it is confusing because it was included in a non filler arc and seamlessly so. He was trapped when there was a cave in, really, considering Rukia knew where he was, after the Aizen incident it is fair to say that a team was dispatched to bring him back to the soul society.

Well, Ashido was originally set to appear in the manga during the same part in the series, but had to be cut by series creator Tite Kubo due to time issues. So yeah, Kubo would probably forget about him either way, because if he knew what to do with him, that would also be put in filler.
