Was Tobi foolish going to the five kage summit and expected the shinobi world to hand over the two remaining jinchuuriki and surrender their free will to him, or did he had a serious gamble that the kages would actually agree to his plans? it seems to me that if he intended to capture Naruto and Killer B. it would have been better to hide under the shadows and chase them covertly instead he chose war and had the entire shinobi world to handle with along with capturing the jinchuurikis, the war is more of a hindrance capturing Naruto and Killer B. since it united all ninjas to protect them.
