Was Tobi foolish to have declared war?

Was Tobi foolish going to the five kage summit and expected the shinobi world to hand over the two remaining jinchuuriki and surrender their free will to him, or did he had a serious gamble that the kages would actually agree to his plans? it seems to me that if he intended to capture Naruto and Killer B. it would have been better to hide under the shadows and chase them covertly instead he chose war and had the entire shinobi world to handle with along with capturing the jinchuurikis, the war is more of a hindrance capturing Naruto and Killer B. since it united all ninjas to protect them.

If Kabuto wasn't around his Zetsus would've been weaker and he wouldn't have the Edo Tensei summons to support him. I think it's just stupid for him to increase his workload and waste manpower by capturing the jinchuuriki and fighting the alliance army at the same time whereas he could've just used all his resources devoutly in capturing Naruto and Killer B.

Yeah I pointed that out too in my other thread, I think Obito didn't really have any intention to revive his master, he could be doubtful if Madara is really going to use Juubi to cast infinite tsukoyomi or he just wanted Juubi to destroy and kill everyone.

And because of the war the shinobi world even took more efforts to hide them in the island, if there was no war Killer B would still be wandering the land and Naruto would still be chasing after Sasuke making them vulnerable to being captured. Naruto and B only forced Tsunade and A to let them join the war.

Even at the start of the meeting the Kages were already at each other's throats, Danzo casting genjutsu to make him leader, Raikage being hot-headed demanding he be made leader, Gaara's dissenting opinion,etc. They were already falling apart even before the alliance was formed, and then Tobi has this bright idea to appear and told everyone his grand plan which made the Kages set aside their differences and unite against the enemy.
