There was too much focus on both naruto & sasuke. it left zero room for improvement/development of side characters that were built up back in part 1.

Probably, but the Uchiha (Sasuke, Itachi, Obito, Madara) were major characters integral to the plot and have a huge combined fanbase.

yes and then what Kishi tried to do to compensate was making us chase after an Uchiha too (Sasuke)
