Sasuke's Rinnegan is just like all the others, Nagato had the bodily powers necessary to use all of it's abilities though. Think about it, Kishimoto can't afford to piss of Naruto fans, if Sasuke mastered his Rinnegan completely then he would be able to blow Naruto out of the water.

All the Rinnegan's in the show are the same, Sasuke and Kaguya just have special abilities that come along with the standard Rinnegan abilities.
