His plan was to use Kotoamatsukami to prevent a civil war in Konoha. Presumably he'd use KA against the Uchiha leader, Fugaku. So Shisui would have to get Fugaku in a room, alone, and cast KA on him to force him into calling off the coup...
First off, Shisui had better hope Fugaku would be alone. If there were one other Uchiha, Shisui would have to wait and reschedule the brainwashing because that Uchiha would most likely use Sharingan and see Fugaku is being manipulated.

Not only that, but who on earth would buy that shit? After a private meeting with Shisui "the most powerful Genjutsu user of Uchiha" Uchiha...

Just because the leader says "no more coup" does not mean every single Uchiha's mind will become free of thoughts of the coup.

So at best, Shisui's plan was only a temporary solution.
At worst, Shisui would've annihilated Konoha's element of surprise and would've brought about the civil war even sooner. So thanks Danzo, for stopping the shittiest plan ever made in the series.

It's my understanding that Shisui wasn't exclusively targetting Fugaku. He probably wouldn't even be targetting the entire Uchiha Clan. I imagine that at most, he would have to use Koto on the majority of the Police Force. Not all Uchihas are shinobi; there were plenty of civilians who may or may not have supported the coup, but certainly wouldn't have the means on their own to do anything about it. Shisui only needed to eliminate the desire to overthrow Konoha in those whom that desire actually mattered.

I don't imagine it'd be very difficult to orchestrate or intrude on a gathering of the police force at the station or something and cast Koto there.

well I didn't comment on OP because no mater what anyone says if kishi wanted to make the genjutsu work ho could of. based on the direction kishi took the story he didn't allow it to work. I spoke about danzo because I quoted someone talking about danzo sorry didn't realize I hurt your feelings that bad. if you need a tissue I can help you out. danzo was a good shinobi with the third hokage but after tsunade took over all he did was try and undermine her to become hokage which inevitably but konoho at risk, so yes im saying danzo wasn't that great in shipuuden and he is to blame for the eradication of the uchiha which is a point that nobody can argue because that's the plot kishi created.
