Was ninja speed retconned?

I understand your explanation, I just wonder if that was Kishimoto's intention. Naruto made several different facial expressions and she said an entire sentence all in just a micro fraction of a second? Seems hard to swallow.
Your explanation is flawed. Stop trying to pass it off as fact. It doesn't matter whether or not the perceiver in the manga has the ability to see her movement, its a matter of WHAT WE AS READERS ARE SEEING, and how many panels it took for party A to move from point B to C. The ninja Kakashi fought moved around 40 feet in less than a panel. Kaguya took 3 pages to move 30 feet.
Its not a matter of improper observation as we can see clearly whats going on. Don't deny the facts the OP is stating. Either she didn't use Body Flicker or its an inconsistency on Kishi's part. Get over it.
@OP, in a way Body Flicker was made obsolete with Minato. Once Kishi introduced speed as being a ninja's weapon, he largely eliminated Body Flicker from relevance. I don't have manga consistency and panels to make a good case, but the idea was largely forgotten if you ask me. It was OP back in part one and should not be taken as manga fact anymore more like a guideline.

Well, Kishi can't add the dialogue or scenes he wants in a chapter if the fights were a blur from the intense speeds. These characters are far above human speeds.
There's no inconsistencies on that part. We're in the perspective of naruto in that fight and kishi can't add the dialogue he wants if kaguya just swoops down instantly. Just next time try to understand the scene more before calling it inconsistent.

I feel like the condensation coming from her mouth shows her speed, if she was moving much faster than sound then the condensation would be a line coming from her mouth rather than separate clouds. But I think she just wasn't going full speed, because plot, just look how realistic he made Gai's super fast movement just a couple chapters ago. When she dodges Sasuke she's shown at full speed.
If I was Kishimoto, this is how I would write this scene.
Naruto thinks to himself about how to stop Kaguya, minus the space taking flashback panels. Kaguya floats there and suddenly dashes toward him, however, her speed is too great to react to and Naruto was not done devising his plan. Kaguya grabs Naruto's head and begins to absorb his chakra, paralyzing him. She now announces that this her her dimension and he is powerless here. Seeing as his main body is in trouble, Naruto's clone goes to distract Kaguya, trying to attack her, but she blocks his attacks with her vaccum fists with her free hand. While Naruto's clone preoccupies Kaguya, Obito uses Kamui to sever Kaguya's arm that was absorbing Naruto's chakra. Naruto, now freed from her influence, breaks from the ice with boil release and delivers a powerful blow to Kaguya sending her crashing into the ice wall. He then creates an army of clones and announces that this is now his dimension. Kaguya arises from the wall and regenerates her arm, it continues normally from then on.

At that if a character moves at the speed of light dont mean they can casually do it unless then can move at max 10x over light speed
