It had great moments previously and was a good manga overall in the past. After the Pain Arc, the manga lost steam and the war arc killed whatever it had going for it. Kinda sad in a way.
I thought it was great, I do agree the quality started to lack after Obito was revealed to be Tobi. It was dragged out a bit, and then felt really rushed towards the end after Obito was defeated. I think a lot of the resentment from other fans comes from things not playing out how they wanted it to though, which is a little unfair since the manga and story is Kishi's a no one else's. I do agree with the guy who said Kishi took on too much at the end. I'd give it a 7.5 out of 10.

As a series, was Naruto ever a great manga/anime or were we just too hyped to see that it was mediocre?
Yeah, reread part one. The art might be lacking up until the end, but man. The plot and tensions were high and great. It was pretty good in Shippuden, up until around the war started. But the manga started slipping past the death of Nagato.
