The Third was always stronger than Orochimaru. The Third just had all the cards against him. And it was mentioned in the manga that the 4th had surpassed the 3rd, which would make the 4th stronger than Orochimaru.

i read the panels bra. The reason guy landed a hit on madara was because of minato. He basically decreased Madaras arsonal when he teleported those balls. His tag team with the 2nd against tobi, Minatos jutsu. Tobi trying to kill alliance, foiled by Minato, well naruto helped but you get it. Minato aint weak.

The 3rd was stronger than the Orochimaru as demonstrated in the battle (and this was when the 3rd had odds severely against him). The Third lost against Orochimaru, but Orochimaru revived the 1st and 2nd Hokage to battle against as well (The 4th Hokage's revival had been cancelled). And we know that the 4th had surpassed the 3rd.

Which give Minato a high probability of being the greatest of all time. Remember that the 1st was called the God of Shinobi, but that was before Minato came along.

The thing is, Orochimaru had enough strength to be Hokage, and an intellect far superior to Minato's, in general. Hiruzen knew this and initially wanted Orochimaru to become Hokage after he retired, not Minato.

Regardless of where Minato currently stands in Top 10 lists, etc, one thing is certain.

He was portrayed as being one of the greatest shinobi of all time in Part 1. He could easily have contented for the #1 spot (in terms of HYPE and PORTRAYAL) back then.
