Nobody is immune to genjutsu. Hashirama was just very powerful and could handle genjutsu. He was considered the strongest ninja during his time. I doubt a person with that title wouldn't be able to deal with genjutsu. Especially when you consider the fact his rival clan consistent of sharingan genjutsu users.
There is no evidence to support that Tsukuyomi can only be defeated by an Uchiha user with MS. Just because an Uchiha or person makes a statement/claim about an Uchiha's power/jutsu doesn't make that statement/claim to be fact. It was stated amaterasu can't be avoid and that was proven false. Tsukuyomi is a genjutsu and it follows the same genjutsu rules.
Even Itachi had to change strategies when using a genjutsu on Naruto. Most people didn't catch that.
