I think it was mostly to make a cool panel, but probably for their chakra as well. I mean, summoning all 9 Tailed Beasts and five humans would require an enormous amount of chakra that could not be achieved simply with the four Hokage and what little chakra of Hagoromo was manifested.

Well, aside from the fact that he's merely a mirage of himself, he needed help to summon back not only Team 7, but all 9 tailed beasts. Which is in no way a small feat - I'm sure he could do it on his own if he was in his prime, but come on. Ghost Hagoromo here.
