Hebi Sasuke was the one who fought Itachi...

Hiruzen was way out of prime but could still battle Orochimaru w/ Edo Tensei, Sasuke took over Orochimaru when he couldn't even get out of bed.

So,

1- No, Sasuke is not stronger than Hiruzen, might scavenge a hard fought victory against the same old Hiruzen but 5 years younger and Sasuke loses.
2- Given the standard of Kage appointment set in early Shippuden by making Gaara a Kazekage, then YES Sasuke was very well a Kage level shinobi..

Again the scans you guys are showing are MS Sasuke. That Sasuke is arguably Kage level. Hebi is the one without MS so no Amateratsu or Sussano which is what's was needed before facing a Kage. Hebi is the one that fought Itachi with curse mark. Itachi is Kage level and he couldn't beat Itachi. That makes Hebi S Rank.

I'd say Hebi Sasuke was low level kage, anymore would be stretcthing it. Itachi is like mid-high level kage, and with his arsenal he could make quick work of some kage. So Sasuke losing to Itachi doesn't really put Sasuke out of being a kage level shinobi.

Gaara was beaten way before it. Not to mention he lost on his own turf and Deidara didn't even use C1 and C2 on him. He took his fodder ass out with regular homing clay birds. He only used C3 on the village to distract him.

He's kage level, I'd say he's stronger than old man hiruzen, but I don't really think it was old man hiruzen that earned the title strongest of the kage(as he was made kage way younger than when he died). We don't know really anything about his "prime" so i guess hebi would be the choice until we get some younger hiruzen feats(which will probably never happen)

He didn't need to, but Deidara chose the most expeditious way to victory given that he was significantly underprepared when he encountered Gaara. It wasn't necessary to get the village involved, but as mentioned before, it was the most efficient and decisive course of action.

I don't think Hebi Sasuke was stronger than the third. Since we never saw the third in his actual prime. Even in his old age he could fight Orochimaru effectively.
