Was Hebi Sasuke Kage level since he was stronger than Third

Putting aside the obvious case of Tsunade we know that Hebi Sasuke was stronger than Hiruzen based on many things including his fight with Itachi, Genjutsu ect. Since he's pretty much stronger than two of the Hokage shown in the Manga's timeline does that make him a Kage level Shinobi?

Again the scans you guys are showing are MS Sasuke. That Sasuke is arguably Kage level. Hebi is the one without MS so no Amateratsu or Sussano which is what's was needed before facing a Kage. Hebi is the one that fought Itachi with curse mark. Itachi is Kage level and he couldn't beat Itachi. That makes Hebi S Rank.

I edited my last post to note that Itachi was Kage level in case of the inevitable stupid response like this. Hebi Sasuke could not beat Itachi. That means he is S Rank.

That being said it doesn't mean he isn't capable of beating a Kage. He just wasn't Kage level yet.

Itachi was at the end stage of his illness. Even White Zeztsu couldn't understand why Itachi was having such a hard time. He was going blind from his MS to boot. No Sasuke didn't push Itachi to his limits. Itachi was already at them when the battle started.

As for Hiruzen, by portrayl Hebi Sasuke gets merked and it's not close.
