Was Fugaku strong?

Shisui trained Itachi though .. Shisui did participate in war fought people like Ao . I would say Fugaku was possibly 3T, i maybe wrong ..

He had 3T Sharingan. He was strong. If I had to name a character closest to him in strength, I'd say Hiashi.

Shisui was the only one to have MS during his generation, while Itachi was confirmed to be the only one that had MS for his own generation.

Fugaku only had 3-tomoe.

Only Madara was chosen due to his power to lead the Uchiha, and whoever was put in charge after he abandoned his clan.

Having the title as a captain of the Police Force and being the Uchiha clan leader means nothing in terms of power for Fugaku's generation. They were being chosen via lineage (oldest son of previous leader is heir). Fugaku was just the descendant of that last leader (who was likely a descendant of whoever was in charge after Madara ditched).

Fugaku is a jounin. He's not all that special. His 13 year old son was confirmed to have more ocular prowess than he did and had better shurikenjutsu by the time he was 10. Truth be told, that's quite embarrassing.
