OT: It's definitely Top 5 strongest DFs. I'd say BB's and Kizaru's are better, but his is still really strong. And idk, I wouldn't say it's a waste, but his fruit definitely could've been used better.

Enel never had to fear anyone, so he never had to train. He could zap people from a mile away and Skypedia was located in the paradise part of the world so he never encountered a strong foe in his time up there.

Like Pekoms would say a lot later in the show, Logia´s who think they´re invulnerable have very short life expectancies. It was unnecessary to show some one with a fruit who developed a god complex and felt superior above everybody else. If Enel would take his power serious then he would rock, but now he served the story and became a great villain because he thought he was untouchable.
