The gameplay is rather dull for me, and gets very repetitive very quickly, the limited character selection doesn't matter because every single character fights the same. They all have the same quick time events the only time things change are for their super and ultimate attacks.
The counter systems is made somewhat redundant by the hyper mode you get for charging your ki to its peak because then they enemy doesn't get a counter move. I've found this game is even easier to spam win than past titles just in a different way, if you do full ki charge, hyper mode, then spirit builder followed by a super ki attack, then use ki blasts to get them into another spirit builder then repeat the process, you'll find you defeat them long before your hyper mode has run out.
The character creation is a nice feature just done poorly. The options are very limited all you do is adjust existing costumes colours, such as Goku's or Trunks, there only one original costume. As for the hair styles well there are a nice bunch of them but I don't see why we couldn't have all of them. I don't understand why they added a SSJ transformation for custom characters because your damage doesn't increase at all, not to mention the hair is oddly coloured leaning more towards green then gold or blonde and on some hair styles the SSJ form just looks bad. You also can't turn the tail off, which I don't mind there being a tail, I just wish it was an option for those who'd rather not have one.
The mastery system is long and annoying, when I got to mastering Vegito I had to battle him 15 times to unlock his style and Final Kamehameha. I'd suggest not buying this but perhaps renting it to see if you still enjoy the combat system after seeing the same thing over and over despite the character your playing. The big boss fights are pretty much the same with a few gems shining through, such as the Cooler one, but if your no good at hitting the buttons in time or stopping the ball bang in the centre of the bar when it comes to the cut scene moments, then you can fight the free form mode as well as you want and still never beat it.
As for the difficultly level, well there is none, you find you spend most your time watching the game rather then playing it. Once you've hit enough ki blasts or punches/kicks in melee range you'll jump straight into a OTE. It only takes about 7 and they can't do anything about your hits if you've already gotten past their block. After that its simply pushing X or Y (square or triangle on PS3) and a direction and watching the animation until another one pops up, hit the button + direction again and then one last time for the finisher and thats all there is to the combat, you don't really play the game just select the option for the OTE. As for the counter to being in these OTE, you have to press all action buttons on your controller until you're out of breath to get a counter and even then you still might not get one. That is basicly the gameplay, if you can call it that, I tend to call it watching a game and hitting a few buttons every so often.
