Gaara quickly takes flight. Then uses Sand Tsunami which i don't see Killer bee counter-ing. Killer bee's only way of hitting Gaara while he's in the air is either throwing his pencil or using Bijuudama's which can all be dodged. Hachibi body is not durable or tough at all considering kunai cuts threw it like a knife through butter. Gaara quicksand will immobilize Hachibi because he has no legs so he cannot evade it. Also it would make using the whirlwind impossible. As for this

- Raikage broke through cuz of Raiton armor. Mizukage cuz of water. Well if Bee transforms he could break through.
- Gaara staying still doesn't mean he can't defend himself from an attack

- TBB requires preparations. Also, Original debater made a good point about Sasuke and taka being able to avoid it.
- You made a mistake regarding the radius. TBB was released but the radius increased upon hitting its target and exploding.

- TBB has been shown to move at the same speed with the arrow but what's the point when Gaara can just keep moving and won't stand in one place watching it. Not to mention the fact that Gaara can just move about before it's released. TBB might move at the same speed it's not as instant as the arrow. Both the arrow and TBB would have to aim at their targets to fire but the problem is Gaara can just move around on top the sand making this hard. It's not an instant attack
- Gaara's sand was fast enough to block V2 Ay's attack as well
