Madara took his brother's eyes, and the brother was left eyeless.

4 sets of MS eyes would be required for TWO EMS. 2 pairs of eyes is required for ONE.

are u serious, do u actually understand the question. let me put this in a way a First grader can understand. Brother A has TWO eyes with MS unlocked. Brother B has TWO eyes with MS unlocked. Both brothers want EMS cause they are going blind each. Brother A gives Brother B their two EYES, and brother B gives Brother A his eye. SO in the end both brothers technically will have unlocked EMS cause they now have each others eyes.

I'm pretty sure the eyes are merged or something like that. Otherwise, Izuna wouldn't have had to go through the rest of his life blind

and Sasuke TRANSPLANTED his eyes for his brothers. MEANING HE TOOK OUT HIS EYES AND PUT IN ITACHI'S eyes in his eye sockets.

According to Naruto Wiki (not always 100% accurate but generally good) "Only by taking and transplanting the Mangekyō of another Uchiha — integrating the two pairs of eyes in the process — can the vision be restored, a process that results in the creation of an Eternal Mangekyō Sharingan... The time from fusing the donor's Mangekyō with the receiver's Mangekyō to the point of full recovery is at least several days as seen in Sasuke's case.

Nope it's stated the Mangekyou's merged when Madara and Sasuke transplanted. How that works, who knows?
