OT I don't see lee beating sasuke with this restrictions, neji would be the more difficult but considering how outclassed he was against naruto when he used a bit of d kyuubis chakra while sasuke was able to handle one tail of his, I doubt he would be able to land a hit on sasuke. Sasuke could outmanouvre himand find a striking spot.
