Sasuke wins this mid difference most. Neji couldn't handle Naruto, who was not even using a Tailed form - he just drew upon the chakra. Sasuke fought the one that was using th chakra form - pretty clear from his healing injuries, his speed, and the facial alterations. Neji stands no chance against CS2 Sasuke, who dodged the one tailed form with ease - it was only the independently acting chakra he couldn't dodge.
Lee's speed and Taijutsu were beaten by Sasuke - his feats were better at first gates level. Since the third gate feats aren't even allowed, I don't know what Lee's accomplishes here. Even if they were, Sasuke could have simply used CS2 momentarily to fend off the attacks against gated Lee. Back then, he could only go up to five gates anyway and even Gaara moved his sand in time to block his Fifth Gate with ease, as Lee couldn't handle the gate's physical affects.
CS2 is far more durable than that sand. His gates run out and he's useless then. Anyhow, but since they aren't allowed, there is no point in discussing them. Neji is the actual threat here, not Lee. Lee is easily handled and killed with Chidori in CQC. Since he only uses his hands and legs - Taijutsu - he isn't blocking Sasuke's Chidori, whose Taijutsu was superior than 1st gate Lee.
Neji would prove to be formidable. He has the speed and the feats to take Sasuke on. At close range, he can use maneuvers to try and block Sasuke's chakra points, but given that Sasuke is no slouch himself, he uses his skill set like Fuma string Shurikens and Katon attacks to take advantage of his long ranged attacks. His Kaiten / Rotation cool down period is easily exploited.
CS2 or no CS2, Sasuke wins this Mid difference.
