Sasuke hasn't always been a slave to his emotions. Also the only Spontaneous action Sasuke has done was Say I will become Hokage. Everything else could of been predicted due to his history. Yes Naruto could handle task such as that, but would he be able to budget and come up with new ideas and plans for improving the village and stopping it's repeat cycle of blood shed and hate. Would he be able to hold conferences without his emotions guiding his every last word. As I say. I stand by Sasuke.
Yes, he attacked the summit. But Gaara attacked konoha and also killed ninja of different villages for his purpose to live. Yet he became Kazekage which I find unfair and undeserving in such a short amount of time. I believe once they know why Sasuke did it they will understand the hate he carries and they will know that he still came back to protect the village. Plus Sasuke killed Danzo a traitor. He was only going for him. His intentions weren't with the summit. They just got in the way, plus he warned them. He helped the village more than hurt it.
You're assuming Sasuke can handle budgets and Naruto can't? I'm sure they both have a similar level of intelligence in that regard. Naruto may not hold his tongue but that stands to his conviction. Tsunade and the Raikage respect him for it, and why not after all he has done? Naruto has a better understanding of what needs to be done to create peace than Sasuke. J-man left his dream of peace for Naruto to carry on. He also inspired Nagato to retain hope for peace through him. Naruto has been set up for this position by the job description you provided.
Village improvements would be something drawn out by someone other than the Hokage (why draw them up yourself when people have careers devoted to just that). The Hokage would just approve or decline such a thing according to how much man power they needed, resources needed, etc. However, Naruto could create clones to take care of the manpower himself.
As for stopping blood shed and hate, Naruto literally defeated the hate within himself. Sasuke has been consumed by it for a very long time. While that may give Sasuke an insight unique to his position, that would still only qualify him to be an adviser next to Naruto. Naruto has been urging Sasuke to abandon his hate for a long time, and it was just recently that Sasuke took that advise.
I can agree kind of with the Gaara part, since he did become Kazekage so quickly. Yet, those offenses weren't directly attacking the five kage summit. It doesn't matter if his intention was just to kill Danzo because he still ended up engaging other kages in battle because he invaded their meeting. He was considered a criminal at the time and of course that other kages were prepared to deal with him. Everything that happened there was entirely Sasuke's fault. That's like walking into the UN and saying you just wanted to kill one certain official and expecting everyone else to be fine with it, regardless of whether you warned them or not.
Sasuke decided to side with the leaf which does redeem him partially. Yet there will certainly be other villages that will be angry with him if he becomes Hokage. Assuming Ay is dead, do you think the new Raikage is going to be happy sitting next to a man that took his predecessors arm? The tension that would result from Sasuke becoming Hokage would work against an ideal of peace.
If the manga somehow grants him full immunity from his crimes and everyone is fine with him (complete bullshit), then Naruto is still clearly a better choice. He is the hero that hasn't failed his people. Sasuke is the guy that betrayed his friends, endangered the lives of very influential people, and just decided one day that he was sorry and wanted to make it up to everyone.
