yes VotE 2 was a draw I'm agreeing with you there. they both lost an arm and were bleeding out but I also have to agree with everyone else saying that Naruto won because Sasuke said that he lost. whether it was his ideology, his darkness, that fight, all previous fights whatever it doesn't matter he admitted defeat and lost.
