You heard well,all requests are open,even if you requested,you are free to request again.
Remember the basic rules :

You must belong to a village

You must have the village banner applied

No Kage custom text if you actually aren`t one

Missing Nin signatures can only be given to people not in villages

And missing nin signatures cost.

User CP-Edit Details-Check the Reload box near Custom Title,and press Save down below.
