Very Challenging Signature Request

Okay this here is simple but a bit challenging. I want this scan to be resized to regular signature size and put a dotted border aound it. The challenging pat is, I want as much of the Dragons to fit into the signature as possible, while still mantaining the width and height ratio of the signature.
