Well water is possibly the most versatile of the five basic chakra natures, Water Release techniques can not only change shape but form as well, having some jutsu without a visible source of water.

well mist appears when the air is cold and there's lets say normal temperature water and they start to turn into gas, this makes water drops float in the air.
