Blizzard, i don't care if you disagree or not, we don't use fillers as a source, our only source is the manga, if it's not performed in the manga which it's not, we take the description of the technique as a source, nothing says it can't be used like that, nothing says it comes from a water source or the ground, so you can make it come from the air or the ground, though not as close as MB attempted to make it, i'd say 10 meters far due to the scale of the technique, we have techniques that come out of the sky like the Sticky Earth Drop, Earth Dome, etc they don't fall from above the opponent by 3 inches, that's just overusing your techniques.
If you want to use fillers as a source then ok, let me tell you the way it's used in the filler, you have to use a source of Ice "pre-existing Ice", no it doesn't come out of the ground or come out of water, because it was used through chakra manipulation alone, they only used their chakra to form the whale's shape from the existing Ice, they don't have the Ice Kekkei Genkai, that's why Kakashi was capable of copying it as well.
