I don't see where you're getting at.
The vacuum palms best feats are busting PS and blocking the juubis tail both when the jutsu was boosted with either the juubi or the kyuubi cloak which was stated to boost powerful abilites like kamui 3 fold as stated by kakashi making the jutsu not really good on it's own since one could argue that almost every jutsu would be OP if powered by such things.
and if you're referring to madara's fans giving kaguya's feats to him then I agree with you.

Don't know about closing chakra points. I've never seen any statements regarding that, but it is severely underrated. People like spamming the Kisame example and pretend that it's stuck that way(despite the fact that he's a tank), but the war arc made it clear that it can be powerful.
As you can see, both Hinata and Choji had a chakra cloak. So this means that they're both enhanced by the same degree. So, following this, a single air palm can be>=a ninja the size of a biju in force. The technique is hardly a weak one. Presumably, Neji improved to the point where he'd use this amount of force as well.
