This is why every jinchiirukis go rage mode when they access their tailed beast chakra.
The higher chakra a tailed beast possess, the harder it is to control or take possession of its power.
It is hard to tame kurama because you need a strong chakra to be able to win the tug of war against the kyubis.
Naruto was able to do it because kurama is only 1/2 power and he had Kushinas chain to subdue the beast.
Normal jinchiirukis like bee wouldn't be able to tame kurama either. Only an Uzumaki can.
