Nah fam, when you have Ashura's chakra it's because you have the strongest genes among his descendants. Naruto is more Uzumaki than Uzumaki themselves because he unlocked their ancestor's power.
Never once did it say that the stronger the genes, the more likely you are to be an incarnate. Are you stupid? Naruto is half Uzumaki, and that doesn't even count all the generations of outbreeding in order to create a clan in the first place. First of all, just because Fugaku had powerful children doesn't mean anything. For all we know, Mikoto might not even be an Uchiha by blood and could be an outsider. You don't know how pure Sasuke's blood is, for all you know, purer Uchiha's than Sasuke died in the massacre and they weren't Indra's icnarnates now were they?
Sasuke was wanted by Orochimaru because he possessed the Sharingan, it's in his genetics. What does this have to do with being a transmigrant again? Orochimaru also wanted Itachi, because of the Sharingan. Orochimaru wasn't talking about how pure Sasuke's genes were, he was talking about what resided in Sasuke's DNA, the Sharingan.
