I believe it is that only the Uzumaki Clan can create new jutsu's out of rasengan.

4th hokage isnt from uzumaki if it even is a clan and he made the rasenan kushina is from uzumaki though

Not every clan has a Kekkai Genkai, but special skills or mastery of a certain jutsu style.

For example, the Yamanaka clan specializes in the mind jutsus. Such as the body switching. The Nara clan specializes in shadow control, and so on.

The only Kekkai Genkai in the Leaf are the Byakugan and the Sharingan, as well as the Shodaime and Yamato's Wood Release techniques.

And the "Kekkai Genkai" you're talking about doesn't exist. Naruto has only infused the Rasengan with Wind Chakra and Fox Chakra, and that's born from Chakra molding.

Nara's shadow isn't a Kekkie or Naruto wouldn't be able to get Kage Bunshin No Jutsu. [Shadow Clone Jutsu]

It takes a lot to learn these techniques and a life time or more to master it. Nara is a clan with secrets, but anyone can learn them if someone teaches it to them.

Naruto's mother"s name is Kushina Uzumaki so of course there was a Uzumaki clan but they where not from Konoha i think they where from the Whirlpool Country.Jiraiya gave Naruto his first name not his last. As for the Kekki Genki people are saying the only Kekki Genki in Konoha is the Byakugan,Sharingan,Wood style and that my be true but as i said before the Uzumaki are not from Konoha. I don't know if Naruto has a Kekki Genki or not but people who say there will never be one how can you say that where is your proof. I think Naruto does have something special about him because he can withstand the Kyuubi's powers like Yamato told him but that could be because what Madara told him that Naruto reminded him of the 1st Hokage and he may have the blood of the Senju but that would be a whole other discussion.

Just because they have a last name DOES NOT mean theres a clan. Naruto can withstand Kyuubi because Minato put a VERY powerful seal. Read up on it.

IF there were any more Kekkies in Konoha we would have seen them OR they are FOREVER lost meaning they're secrets will not be unlocked.

Naruto is special he has the will of fire: What is that you might ask? Its nothing physical it's not a Kekkie Genkai or a weapon. Its a human trait that means once the person say it they intend on following through, much like a fire has the intent on burning even when its hot ashes.

naruto doesn`t need it . he tries to get exellence in all the jutsu he knows .
and even a low rank chakara is inuf if used properly
