The tornado thrown at Itachi engulfs him and as he is taking damage from the slicing winds in the vortex he performs a series of handseals to amplify fuuton chakra around him and then slices the tornado into half and the slicing wind storm vanishes and then he manipulates the vortex and throws it towards the pein with the fan making the pein fly away a little.

While speaking these words he performs the Rat → Ox → Dog → Horse → Monkey → Boar → Tiger hand seals and kneads a huge amount of katon chakra inside his body which he then exhales in the form of a huge (extremely huge) stream of fire like a flamethrower by manipulating his chakra. This huge stream of fire burns the whole forest with the pein into crisp.

When it was used by Madara Uchiha, the massive scale of the technique was such that, in comparisson, his incomplete Susanoo seemed small. The main advantage of the technique is that it can be used to burn large areas in an effect in everything similar to a flamethrower.
Cheeky, aren't you? That attitude won't help you in the long run. Now stand somewhere with alot of sand or dust around and blow a strong wind gust at your target which carries the sand with it. The sand in the wind makes the attack more damaging. Punish these slackers.

The wind makes the peins fly off and the small particles of sand enter their eyes and nose and mouth and ears causing chaos. The small particles also created tremendous pressure on their bodies creating pin pricking like pain and damage.
