Honestly, in terms of the conversation, I do think that Sarada is a better shinobi than Boruto. In more of the logical sense of it (she works hard for what she wants, and she doesn't give up at all when the situation gets bad for her), the biggest problem with the Chunin Exams in terms of Bolt was that he didn't want to try hard (at anything really) when things became a wee bit difficult for him.

Though indirectly, I don't believe any of the matches he had he would of lost if he was equipped with the right mindset. He had the tools, bar the match where he fought the entire team by himself (I don't think he has Ninjutsu to tackle multiple opponents which outnumber him like a CES or AOE type ability).

Still I've seen enough debates (and debated on this situation) myself to know that the only person who would defeat him in a 1v1 would be the strongest member of the next generation, Mitsuki. With his hack ass Sage Mode lol.
