Naruto's attack isn't moon level either. I suggest we take a physics class before we make ourselves sound even dumber. Toneri's attack was a giant beam that cut through a hollow moon first of all. Second of all, Naruto focused all his power into his fist, thus increasing the damage inflicted as all the power is focused on one point, and that is why he was able to plow through Toneri's blast. Because he was overpowering the small part of the blast that was actually touching his fist. So no, it wasn't just "the palm of his hand". It was the power of his whole transformation focused into his fists. And the fact that his attack was focused and small while Toneri's was a giant beam is the reason Naruto broke through despite his attack being nowhere near Moon Level.
